Dabei interpretiere ich diese im Sinne einer Erwartung sich erweiternder Entscheidungs- und Gestaltungsspielräume im Vergleich zum bisher üblichen Sachleistungsprinzip. Umgekehrt muss aber auch danach gefragt werden, welche neuen Zwänge und Einschränkungen von Entscheidungs- und Gestaltungsspielräumen möglicherweise mit dem Persönlichen Budget verbunden sein könnten.
